Star Wars X-Wing Fighter Kit

This really is a great model - if you don't like painting or gluing. It snaps together in about 20 minutes, but the end results are great - and is almost idiot proof.

Mine's looking good on my desk at work, and is a great talking point.

The booklet with this gives you easy to follow blueprints for turning pieces of plastic into either a slightly bland digger type construction, or the much groovier dune buggy, complete with rear suspension and rack and pinion steering.
It took about an hour or two to make the digger and around the same for the buggy. If you're buying for someone younger it would likely take them a little longer, but the instructions are easy to follow.
Most of all, it looks pretty snazzy parked up in front of my bookcase. ;)
For a budget Lego set you can't go wrong.
